New York, NY - The agency that New Yorkers love to hate is getting a makeover.
The Environmental Control Board (ECB), which processes more than 700,000 tickets a year for sanitation violations, building code problems and other quality-of-life issues, is being put under a new department and ordered to become more customer-friendly.
"If you get a ticket, we're going to make it easy to pay. If you get a ticket that's unfair, that you shouldn't have gotten, we're going to make it easy to fight that," said City Council Speaker Christine Quinn (D-Manhattan).
"One of the things you hear over and over is, 'I had to take a day off work.' That no longer has to happen."
The ECB will be moved in the next few months to the independent Office of Administrative Trials and Hearings from the DEP, which also issues some violations.
"ECB violations are like parking tickets - it's easier to pay them than to fight them," said Harry Feitelson, general manager of Big City Automotive Warehouses, who said his business gets more ECB tickets than he can count.

ECB tickets issued to a corporation, requires a lawyer to defend.
A store owner that receives a ECB ticket on the business address, cannot dispute the ticket, because he does not own the property. The lanlord can't fight it because he does not own the business.
All statements of defense must be notarized.

im the last one to defend these bastards, but u must understand that 1918 tickets a day is not that much if u take into account that ECB tickets are issued by many city agencies, I know of 5
